This enacted law requires lobbyists, lobbying firms, and the organizations or people they represent to register with the Philadelphia Board of Ethics and disclose lobbying expenses, including spending on communications, gifts, hospitality, transportation, and lodging. It also sets rules for lobbying conduct, requires training and recordkeeping, makes registration and expense reports available to the public, and allows civil penalties for violations.

Amending Title 20 of The Philadelphia Code, entitled "Officers and Employees," by adding a new Chapter requiring the registration of lobbyists and their principals, and requiring disclosure of lobbying expenditures, all under certain terms and conditions.
