The enacted ordinance established an annual $300 sanitation services fee for owners of residential or commercial properties eligible for City curbside waste collection, effective July 1, 2010. It exempted single-family homes, condominiums and cooperatives, and properties with qualifying private waste-hauling contracts; the City could set implementation rules, penalties, and fee increases based on service costs.

Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by providing for a sanitation services fee, under certain terms and conditions.
