This enacted law establishes minimum standards for the “best and good faith efforts” required in Economic Opportunity Plans for certain City-approved projects and contracts. Contractors, developers, and recipients of financial assistance must document their efforts to include M/W/DSBEs and an appropriately diverse workforce, including outreach, negotiations, employment efforts, and related records.

Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans," by establishing minimum standards of "best and good faith efforts" to be employed in the development and implementation of Economic Opportunity Plans.
