This enacted law revises Philadelphia’s zoning rules for Passive Recreation Districts (REC-P). It removes requirements for buildings to be certified under LEED and removes the specific prohibition on parking, while setting rules for park hours, roadways, and trail materials and construction.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-703.2, entitled "Passive Recreation District (REC-P)," by revising the rules and regulations that apply within passive recreation districts, under certain terms and conditions.
