The enacted ordinance authorized Philadelphia to organize the Philadelphia Energy Authority under Pennsylvania’s Municipalities Authorities Act. The authority’s responsibilities include developing or supporting energy-generation and energy-efficiency projects, helping the City, government agencies, institutions, and businesses obtain energy and related services, and educating consumers about energy choices.

Authorizing the City of Philadelphia to organize an authority to be known as The Philadelphia Energy Authority, pursuant to the terms of the "Municipalities Authorities Act," of 2001, June 19, P.L. 287, No. 22, as amended, under certain terms and conditions.
