The enacted ordinance amends Philadelphia’s rules for towing companies and tow trucks, including licensing, vehicle inspections, insurance, equipment, fees, towing agreements, payment methods, and penalties. It also sets requirements and charges for towing vehicles from private lots and other private property, and establishes procedures for certain accident, disabled-vehicle, and stolen-vehicle tows.

Amending Section 9-605 of The Philadelphia Code, entitled "Towing," by revising the provisions governing the licensing and regulation of towers, under certain terms and conditions.
