The enacted ordinance grants Roxanne Maddrey, who operates a newsstand at 55th and Pine Streets, permission to install and maintain underground conduits across the public right-of-way to provide electrical and telephone service to the newsstand. Before doing so, she must obtain required permits and utility approvals, enter into an agreement with the City, and meet bonding and insurance requirements; the permission expires if these conditions are not met within one year.

Granting permission to Roxanne Maddrey, owner and operator of the newsstand located on the southwest corner of 55th Street and Pine Street, to construct, use and maintain conduits for fiber optic facilities in, under and across the southwest corner of 55th Street and Pine Street, for the purpose of supplying electrical service and telephone service to said newsstand.
