This enacted amendment to Philadelphia’s Property Maintenance Code creates an appeal process for building owners who disagree with findings in an initial or amended professional inspection report about a building’s exterior walls or related structures. An appeal must be filed within 30 days and include a second professional report; it pauses required repairs while under review, but does not pause actions needed to protect public safety, and the owner may seek further review after the Commissioner’s decision.

Amending Section PM-304.10 of The Philadelphia Property Maintenance Code (Subcode "PM" of Title 4 of The Philadelphia Code), entitled "Periodic Inspection of Exterior Walls and Appurtenances of Buildings," by providing for appeals, under certain terms and conditions.
