This enacted ordinance adds rules for installing bicycle racks on Philadelphia sidewalks. Bicycle-rack owners must get a Department of Streets permit, obtain written permission from the adjacent property owner, keep sidewalks and building exits clear, maintain the rack, remove abandoned bicycles and locks, and accept responsibility for related damage or claims.

Amending Chapter 11-600 of The Philadelphia Code, entitled "Construction, Encroachments, and Projections Over, On, and Under Streets," by adding a new definition and new subsection providing for the granting of permits for the installation of bicycle racks on sidewalks, under certain terms and conditions.
