The enacted measure amended Philadelphia’s noise rules to exempt certain sounds from the noise limits. These include school bells and chimes, religious-institution bells and similar sounds lasting no more than five minutes per hour, and clock or bell towers marking time, along with existing exemptions for aircraft, airport and railroad operations, and licensed fireworks displays.

Amending Chapter 10-400 of The Philadelphia Code, entitled "Noise and Excessive Vibration," by providing for certain exceptions, including, but not limited to, sounds created by school bells, church bells, and similar devices; all under certain terms and conditions.
