The enacted bill amended Philadelphia’s rules for tower cranes by requiring people who operate, signal, or perform rigging for tower cranes to obtain certification from NCCCO or an equivalent accredited organization. It also allows limited exceptions for supervised apprentices and for signaling or rigging workers who had applied for certification, subject to the conditions and December 31, 2010 deadline stated in the law; the rules apply to contractors, construction managers, supervisors, and crane workers.

Amending Section 9-3300 of The Philadelphia Code, entitled "Erection, Use and Inspection of Tower Cranes," by revising the certification requirements for the operation, signaling and rigging of tower cranes, all under certain terms and conditions.
