This enacted measure amends Philadelphia’s rules for pedicabs, defining them as vehicles with three or more wheels that are primarily powered by people and used to carry paying passengers. It requires pedicab businesses to maintain liability and workers’ compensation insurance, and requires their drivers to be at least 18, hold a valid driver’s license, and carry it while operating a pedicab.

Amending Section 9-410 of The Philadelphia Code, entitled "Pedicabs," by broadening the definition of "Pedicab," and by making certain changes in the requirements for licensing and operation of Pedicabs, under certain terms and conditions.
