This enacted bill authorizes Philadelphia’s Commissioners of Public Property and Parks and Recreation to lease the Mann Center for Performing Arts site and related buildings and facilities to the Philadelphia Authority for Industrial Development. The authority can then sublease the property to the Mann Center for the Performing Arts, subject to agreements that include an Economic Opportunity Plan and comparable commitments from later developers for at least five years after any transfer.

Authorizing the Commissioner of Public Property and the Commissioner of Parks and Recreation, on behalf of the City of Philadelphia, to lease the land and improvements known as the Mann Center for Performing Arts, located on Parkside Avenue in West Fairmount Park, to the Philadelphia Authority for Industrial Development for sublease to the Mann Center for the Performing Arts and to enter into related agreements.
