This enacted ordinance requires certain City service contractors with contracts worth $250,000 or more to provide employees’ life partners the same employment benefits offered to spouses, including benefits such as health insurance and family leave. It applies to Philadelphia residents and nonresidents subject to the City wage tax, with certification and enforcement requirements for covered contracts; it took effect July 1, 2012, for bids and requests for proposals issued after that date.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," to provide that certain City contractors must offer the same benefits to the life partners of their employees as are offered to the spouses of married employees, all under certain terms and conditions.
