This enacted measure provided for a May 17, 2011 ballot question asking Philadelphia voters whether to amend the Home Rule Charter to create an independent Jobs Commission. The proposed commission would study how City government and other public, quasi-public, and nonprofit agencies could work together to create and preserve private-sector jobs and would issue a written report; the measure also directed officials to publish notices and arrange the election.
Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment of The Philadelphia Home Rule Charter relating to the creation, appointment, powers and duties of an independent Jobs Commission; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
