This enacted ordinance changes zoning rules for the area bounded by Chestnut Street, 12th Street, 13th Street, and Sansom Street. It excludes certain Pennsylvania Liquor Control Board-regulated establishments with non-coin-operated pool tables from the city’s “pool room” definition, allows restaurants accessory to pool or billiards halls on the south side of Chestnut Street between 12th and 13th Streets without the specified conditional-use requirement, and removes certain height limits for buildings in that area.

Amending Section 14-1607 of The Philadelphia Code, entitled "Special District Controls for the Center City Commercial Area," and Section 14-1605 of The Philadelphia Code, entitled "Regulated Uses," and Section 14-305 of The Philadelphia Code, entitled "'C-4' Commercial and 'C-5' Commercial Districts," by adding to all Sections special provisions relating to the area bounded by Chestnut Street, 12th Street, 13th Street, and Sansom Street, all under certain terms and conditions.
