The pocket-vetoed bill would have created a real estate tax credit for owners of residential condominiums, cooperatives, and planned community units who paid for refuse, recycling, or bulk-item collection because they did not receive those City services at no cost. The credit would have matched eligible costs up to $200 per tax year per condominium owner or cooperative or planned-community unit, with an application and supporting documents required.

Amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," to provide a credit against the tax for owners of condominiums and cooperatives and planned community units who do not receive regular City refuse, recycling and bulk item collection services; all under certain terms and conditions.
