The enacted ordinance waives the City’s deed-recording fees when a deed is filed to transfer or confirm property ownership for a surviving spouse or life partner after the other spouse or life partner has died. The waiver requires the surviving person to provide any proof the Commissioner of Records requests.

Amending Section 10-1001 of The Philadelphia Code relating to fees charged by the Commissioner of Records by providing that certain fees imposed for the recording of deeds shall be waived with respect to a deed filed solely for the purpose of removing the name of a deceased spouse or life partner and re-titling the property in the name of the surviving spouse or life partner.
