This enacted ordinance authorizes Francisco Hernandez to construct, own, and maintain an enclosed staircase attached to 657 E. Allegheny Avenue that extends about 4 feet 2 inches onto the west sidewalk of F Street, leaving about 8 feet 10 inches of clear walkway. The staircase must comply with City requirements, receive required permits and approvals, and be covered by an agreement addressing issues such as insurance, maintenance, utility access, and removal if needed for a City project.
