The enacted bill revises the City Plan by vacating Delaware Avenue between Robbins Street and Levick Street while preserving rights-of-way for sewers, drainage, water mains, and other public utilities, including a drainage route toward the Delaware River. It also moves the curblines of Levick Street between Barnett and Elbridge Streets and Delaware Avenue, widening the street’s cartway from 30 feet to 40 feet; the Delaware Avenue vacation depends on an agreement with the Philadelphia Authority for Industrial Development.

Authorizing the revision of lines and grades on a portion of City Plan No. 278 by striking from the City Plan and vacating Delaware Avenue from Robbins Street to Levick Street, reserving and placing on the City Plan a right-of-way for sewer and drainage purposes, water main purposes, and public utility purposes within the lines of Delaware Avenue being stricken, placing on the City Plan a right-of-way reserved for drainage purposes extending from the southeasterly side of Delaware Avenue, southwest of Levick Street, southeastwardly to the Pierhead Line of the Delaware River, and relocating the curblines of Levick Street, from Barnett and Elbridge Streets to Delaware Avenue, thereby increasing the cartway width of said Levick Street; all under certain terms and conditions.
