This enacted ordinance authorizes the Hispanic Association of Contractors and Enterprises Community Development Corporation (HACE) to construct, own, and maintain six trash receptacles and twelve artificial palm trees along the east and west sidewalks of North Fifth Street between Lehigh Avenue and Indiana Avenue. HACE must obtain required permits, enter into an agreement with the City, maintain insurance, and follow requirements for access, relocation, and removal of the installations.

Authorizing the Hispanic Association of Contractors and Enterprises (HACE) Community Development Corporation, 167 West Allegheny Avenue, Philadelphia, PA 19140, to construct, own and maintain six trash receptacles and twelve artificial palm trees, on the east and west footway of North Fifth Street, from Lehigh Avenue to Indiana Avenue, all under certain terms and conditions.
