This enacted measure changes when the City can stop water and sewer charges or waive unpaid charges for properties, including vacant properties, buildings destroyed by fire, and properties acquired by the City. It generally excludes stormwater management and disposal charges from these discontinuances or waivers and removes a prior credit for certain properties that were vacant and unused for 12 months.

Amending Chapter 19-1600 of The Philadelphia Code, entitled "Water and Sewer Rents," by revising the terms for discontinuance of water and sewer charges, and making technical changes, all under certain terms and conditions.
