The enacted ordinance replaces Philadelphia’s nine-member Living Wage Advisory Committee with a five-member Living Wage and Benefits Review Committee established as an agency of City Council. The new committee includes representatives of labor and business and the Office of Labor Standards, reviews the implementation, effectiveness, and enforcement of the city’s living-wage and benefits rules, and meets at least quarterly in public with an opportunity for public testimony.

Amending Chapter 17-1300 of The Philadelphia Code, entitled "Philadelphia 21st Century Minimum Wage and Benefits Standard," by repealing Section 17-1311, entitled "Living Wage Advisory Committee," and by enacting a new Section 17-1311, entitled "Living Wage and Benefits Review Committee," all under certain terms and conditions.
