The enacted ordinance amends Philadelphia’s rules for Economic Opportunity Plans for certain city contracts and projects. It requires final plans to be submitted to the Chief Clerk of City Council and published on the City’s website, and replaces references to MBEC with a broader “certifying agency” responsible for certification and compliance related to minority-, women-, and disabled-owned businesses.

Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans," to require that certain economic opportunity plans be submitted to Council and published on the City's website and changing all references from "MBEC" to "certifying agency," as defined; all under certain terms and conditions.
