The enacted ordinance requires bouncers at covered drinking establishments and special assembly venues to complete approved third-party training and register with the City within 45 days of being hired. Employers must verify registration and training, conduct state and federal criminal-record checks, and may refuse to hire applicants convicted of offenses involving danger to a person; violations are Class III offenses, and the rules take effect after implementing regulations and at least 120 days after the law takes effect.

Enacting a new Chapter 9-3600 of The Philadelphia Code, entitled "Bouncers," to require that bouncers employed at covered establishments be registered and receive proper training, to prohibit employers from employing unregistered or untrained bouncers and to permit employers to refuse to hire bouncers with certain past criminal convictions; all under certain terms and conditions.
