Independence Mall East, Philadelphia, Pennsylvania, to legalize various encroachments within the City right-of-way, located on the south footway of Ludlow Street between Fourth Street and Fifth Street; the west footway of Fourth Street between Ranstead Street and Ludlow Street; and the north footway of Ranstead Street between Fourth Street and Fifth Street; under certain terms and conditions.
