The enacted measure amends Philadelphia’s asbestos-project rules to prohibit a certified asbestos project inspector who performs required air sampling, visual inspections, or continuous monitoring on a major asbestos project from being affiliated with the asbestos contractor. It applies to certified inspectors and asbestos contractors, and requires inspector certification by the Department of Licenses and Inspections to help protect building occupants, private residences, and the public from asbestos exposure.

Amending Chapter 6-600 of The Philadelphia Code, entitled "Asbestos Projects," by providing that no person or affiliated persons, as defined, may be both a licensed asbestos contractor and a certified asbestos project inspector, under certain terms and conditions.
