This enacted bill authorized the revision of the City Plan to vacate the southern 40 feet 5 inches of Race Street between Christopher Columbus Boulevard and Water Street. It also placed a right-of-way there for sewer, drainage, water main, gas main, and other public utility purposes.

Authorizing the revision of lines and grades on a portion of City Plan No. 307 by striking from the City Plan and vacating the southerly forty feet five inches (40' 5") wide portion of Race Street from Christopher Columbus Boulevard to Water Street and placing on the City Plan a right-of-way for various utility purposes such as may be necessary within the lines of the portion of Race Street being stricken.
