The enacted ordinance changes annual permit fees for valet parking zones, with different rates based on location, frequency, and season length, and sets fees for required signs. It allows the City to create 20-foot hotel loading zones for hotel customers, vendors, and deliveries, limits parking there to 30 minutes, and establishes a $50 civil penalty for illegal parking; certain valet permit fees paid after April 13, 2011, are subject to refunds.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by further providing with respect to valet parking permit fees; and by authorizing the establishment of hotel loading zones and providing for penalties for illegally parking in such zones; all under certain terms and conditions.
