The enacted ordinance repealed and replaced Philadelphia’s zoning and planning rules in Title 14 of the City Code. It also changed zoning map designations, directed several city officials to report on how the new rules work after one year, and protected complete zoning permit applications filed before the new rules took effect from being reviewed under the changes.

Repealing Title 14 of The Philadelphia Code, entitled "Zoning and Planning," and replacing it with a new Title 14 of The Philadelphia Code, entitled "Zoning and Planning"; and making conforming changes to the Zoning Maps of the City; all under certain terms and conditions.
