The enacted ordinance establishes a City registry of Philadelphia residents seeking work and requires recipients of at least $25,000 in certain City financial assistance to use the registry as the first source for new, entry-level jobs created directly or indirectly by that assistance. Recipients must make a good-faith effort to consider registry candidates during a 10-business-day referral period, but they are not required to hire any referred candidate.

Amending Title 17 of The Philadelphia Code, entitled "Contracts and Procurement," by adding a new Chapter, entitled "First Source Jobs Policy," requiring the creation of a registry of City residents for the purpose of employment referral and further requiring that Beneficiaries of certain City Financial Assistance use such registry as the first source for all hiring related to any new, entry-level job created as a result of such Financial Assistance, all under certain terms and conditions.
