This enacted ordinance established an Economic Opportunity Review Committee as an agency of City Council. The five-member committee reviews how Philadelphia’s Economic Opportunity Plans rules are implemented, enforced, and working, and can recommend that Council consider barring certain contractors or recipients of city financial assistance; it must meet at least quarterly, hold public meetings, and allow public testimony.

Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans," by enacting a new Section 17-1607, entitled "Economic Opportunity Review Committee," all under certain terms and conditions.
