The enacted bill provided for putting a proposed Philadelphia Home Rule Charter amendment before voters in the November 6, 2012 election. The amendment concerned requiring additional information with the City’s annual operating budget, capital budget, and capital program, including information about costs, effectiveness, and the costs and benefits of proposed spending; the bill also authorized publishing the ballot question and arranging the election.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment of The Philadelphia Home Rule Charter relating to information that must be provided with the annual operating budget, annual capital budget, and capital program; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.
