The enacted ordinance authorizes the University of Pennsylvania to construct, own, and maintain a chain-and-post pedestrian barrier in the median between 33rd and 34th Streets, from Spruce Street to Convention Avenue, with an opening at a designated crossing. The university must obtain required permits, enter into an agreement with the City, maintain insurance, and remove the barrier if the City gives notice for a municipal construction project.

Authorizing the University of Pennsylvania ("Owner") to construct, own and maintain a pedestrian barrier within the right-of-way on the median that divides 33rd Street and 34th Street between Spruce Street and Convention Avenue ("Property"), under certain terms and conditions.
