This enacted ordinance changes Philadelphia’s traffic rules for bicyclists, including allowing them to ride up to two abreast when they do not impede normal traffic, and sets penalties for certain bicycle violations. It prohibits parking in designated bicycle lanes, with civil penalties of $50 generally and $75 in Center City and University City. It also establishes a Complete Streets policy requiring certain public-right-of-way and capital projects to document how they consider the safety and needs of pedestrians, bicyclists, transit users, drivers, children, older adults, and people with disabilities.

Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by providing for the manner in which bicyclists may operate bicycles in the streets, and by prohibiting motor vehicles from obstructing or creating certain hazards in bicycle lanes, and further, amending Title 11 of The Philadelphia Code, entitled "Streets," to provide for the establishment and implementation of a Complete Streets Policy, all under certain terms and conditions.
