The enacted ordinance authorizes PNC Bank, N.A., to construct, use, and maintain four concrete planters in the public rights-of-way on South Street between 10th and Alder Streets and on Alder Street between South and Bainbridge Streets. The bank must obtain required permits, enter into an agreement with the City, maintain insurance and a bond, and remove the planters if the City provides notice for a municipal construction project or otherwise requires their removal.

Authorizing PNC Bank, NA ("Owner") to construct, use and maintain encroachments within the right-of-way on South Street between 10th Street and Alder Street and on Alder Street between South Street and Bainbridge Street ("Property"), under certain terms and conditions.
