This enacted change to Philadelphia’s towing rules allows a licensed towing company to remove an illegally parked vehicle from a private lot, private property, or driveway without first issuing a parking ticket, as long as other required conditions are met. Before towing, the company must photograph the vehicle’s license plate, the parking violation, and the posted warning sign, provide the photographs to the vehicle owner when the vehicle is claimed, and keep them for at least 60 days; violations can result in fines, required release of the vehicle without charge, damage reimbursement, and towing-license suspensions.

Amending Section 9-605 of The Philadelphia Code, entitled "Towing," by eliminating the requirement that an illegally parked vehicle be ticketed prior to its towing from a private lot, private property, or driveway; and by requiring that the towing company photograph the violation for which such vehicle is being towed; all under certain terms and conditions.
