This enacted ordinance amended Philadelphia’s zoning rules to define Registered Community Organizations (RCOs), set requirements for local and issue-based organizations, and change how they register and notify neighbors about certain zoning and Civic Design Review applications. It also changed the composition of the Civic Design Review Committee, including seats for representatives of local RCOs whose boundaries include a proposed project and, in some cases, a district councilmember’s designee.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by defining Registered Community Organizations, the requirements for their establishment, and the parameters and expectations of notification, in addition to changing the composition of the Civic Design Review Committee; all under certain terms and conditions.
