This enacted ordinance authorizes the Commissioner of Public Property to transfer the City-owned parcel at 4900 Spruce Street, including any improvements, to the Philadelphia Authority for Industrial Development for further conveyance. The transfer must include a commitment to require an Economic Opportunity Plan, and the City Solicitor may set additional terms to protect the City's interests.
