This enacted ordinance authorizes the Holme Circle Civic Association to construct, own, and maintain two “Welcome to Holme Circle” signs and two flower beds on the traffic median at Holme Avenue, Welsh Road, and Ashton Road. The association must obtain required permits and approvals, meet insurance and other conditions, pay related costs, and remove the encroachments if the City provides notice or needs the area for a municipal construction project.
