The enacted ordinance authorizes the creation of the Philadelphia Land Bank to acquire, manage, and transfer vacant and underused properties. It establishes an 11-member board appointed by the Mayor and City Council, requires public meetings and property records, and sets rules for acquiring tax-delinquent property, including protections for owner-occupied homes; property may be transferred for uses such as affordable housing, community facilities, urban agriculture, and open space.

Repealing Chapter 16-500 of The Philadelphia Code, entitled "Councilmanic District Development Program," and replacing it with a new Chapter 16-500, entitled "Philadelphia Land Bank," that authorizes the creation of a land bank and provides for its appointment, powers, and duties, all under certain terms and conditions.
