This enacted bill authorized the Philadelphia Fire Department to enter into multi-year agreements with government agencies, nonprofits, and businesses that participate in Pennsylvania Task Force One, a national urban search-and-rescue team. The agreements cover recruiting and organizing personnel, training, equipment, emergency preparedness, and the task force’s readiness to respond to major disasters.

Authorizing the Fire Department, on behalf of the City of Philadelphia ("City"), as the Sponsoring Agency of Pennsylvania Task Force One, of the National Urban Search and Rescue Response System, to enter into multi-year agreements with Participating Agencies for the purposes of developing resources for emergency preparedness, and for the maintenance and readiness of the National Urban Search and Rescue Response System, under certain terms and conditions.
