This enacted ordinance changes Philadelphia’s deed-recording rules by requiring records checks and supporting documents, written disclosures for buyers without title insurance, and notice to prior owners and occupants after a deed is recorded. It authorizes a city program to help victims of fraudulent property transfers and allows additional recording fees, while waiving certain fees for transfers involving surviving spouses or life partners and for corrective deeds documenting fraud.

Amending Chapter 2-200 of The Philadelphia Code, entitled "Recording of Deeds," and Chapter 10-1000 of The Philadelphia Code, entitled "Fees," by adding duties for the certification of deeds, providing for tangled title assistance, providing for certain fees and making certain technical changes, all under certain terms and conditions.
