To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Harbison Avenue, Tulip Street, Sanger Street, Tulip Street, Cheltenham Avenue, Keystone Street, Van Kirk Street, the Delaware Expressway, Fraley Street, Eadom Street, and Bridge Street.
