The enacted ordinance changes Philadelphia’s rules for newsstand licenses, including a $300 application fee credited toward a separate $300 annual license fee, location and pedestrian-clearance requirements, and a limit of 90 licenses in the Restricted Business District. It also sets rules for advertising and awnings, requires certain lottery-selling stands to use a side window, and allows a newsstand to be treated as abandoned after 20 consecutive days without newspaper or magazine sales or insufficient weekday operation over six months.

Amending Section 9-212 of The Philadelphia Code, entitled "Newsstands," including by revising the requirements relating to license issuance; location of newsstands; design of newsstands; abandonment; and removal; all under certain terms and conditions.
