This enacted ordinance requires anyone seeking a permit or license to use Von Colln Field at 23rd Street and Pennsylvania Avenue to submit an impact statement and a Parks and Recreation-approved repair estimate. The permit holder must agree to complete repairs within 24 hours after the use and place in escrow at least twice the estimated repair cost.

Amending Title 15 of The Philadelphia Code, entitled "Parks and Recreation," by adding a new Chapter requiring an Impact Statement, Cost Estimate and Escrow for Repairs, before the issuance of any permit or license to use certain parks or recreation facilities, under certain terms and conditions.
