This enacted measure changes Philadelphia’s property-assessment rules by requiring the Office of Property Assessment to publish valuation methods and standards, reassess all properties each year, and make supporting assessment information publicly available. It also requires annual assessment-sales reports, additional property-condition information from property records, and independent audits of assessment accuracy at least every three years.
Amending Chapter 2-300 of The Philadelphia Code, entitled "Property Assessment," by further providing for the manner in which assessments are determined, all under certain terms and conditions.
