This enacted ordinance authorizes the Procurement Commissioner to arrange fixed-rate purchases of electricity for City facilities in fiscal year 2016 and natural gas for fiscal years 2014 through 2016. The purchases must use competitively selected suppliers, and the commissioner must consider advice from the Philadelphia Energy Authority and file quarterly reports with City Council.

Authorizing the Procurement Commissioner to enter into purchase obligations for the delivery of electric and natural gas energy supplies for use by facilities owned and leased by the City, including agreements that obligate payments for delivery of such energy supplies in future fiscal years, all under certain terms and conditions.
