This enacted measure amended Philadelphia’s zoning code to clarify when the Zoning Board may grant a variance, including requiring that it be the minimum change needed to provide relief from a zoning rule. The board must make written findings explaining which required criteria are met or not met and support those findings with substantial evidence.
