The enacted ordinance authorizes the City, through the Commissioners of Public Property and Parks and Recreation, to lease property from the Philadelphia Housing Authority in the area bounded by Aspen Street, Markoe Street, Fairmount Avenue, and 47th Street. The proposed 99-year lease would allow the City to develop and maintain a 1.7-acre public passive park called Mill Creek Park, with pathways, benches, landscaping, trees, pedestrian lighting, and streetscape improvements, for $10 per year.

Authorizing the Commissioner of Public Property and the Commissioner of Parks and Recreation to enter into a lease agreement with the Philadelphia Housing Authority for use by the City of the property located in the area bounded by Aspen Street, Markoe Street, Fairmount Avenue, and 47th Street, all under certain terms and conditions.
